Against the backdrop of increasing global cyber threats and the rapid evolution of emerging technologies, the Taiwan Network Information Center (TWNIC) held its 8th anniversary strategy conference today (August 19), proposing three core strategies: "Strengthening Cybersecurity Resilience," "Building Digital Trust," and "Deepening International Cooperation." These strategies aim to enhance Taiwan's cybersecurity, promote digital governance and international engagement, ensure a more reliable internet environment for all, and realize the vision of "Trust at Every Point."

New positioning under information security challenges
Minister of Digital Development Huang Yen-nan stated at the meeting that the government continues to build a secure and prosperous digital environment so that Taiwanese people can enjoy a more trustworthy experience online. He emphasized that TWNIC's new strategy not only responds to current digital development challenges, but also strengthens Taiwan's digital sovereignty voice internationally, complementing the government's three major policy directions.
TWNIC Chairman Huang Shengxiong noted that current threats transcend national borders, making governance models more complex. Over the past 25 years, TWNIC has actively participated in multi-stakeholder governance platforms such as ICANN and APNIC, and established the Trusted Notifier mechanism to collaborate with the international community to prevent domain abuse and cross-border fraud.
TWNIC CEO Yu Ruofan added that TWNIC has witnessed the development of Taiwan's digital ecosystem and achieved 100% resolution availability for ".tw" and ".台灣" domains. These achievements are the result of the collaborative efforts of industry, government, academia, and research. Future strategies will be designed to address new challenges in digital trust, cybersecurity threats, and cross-border governance.

Three major strategies comprehensively promote network resilience
Specifically, TWNIC will prioritize strengthening infrastructure resilience and promoting a hybrid cloud-local domain name resolution architecture to prevent new cyberattacks and system risks. Furthermore, TWNIC will accelerate the rollout of DNSSEC (Domain Name System Security Extensions) and enhance domain name resilience through the Anycast network addressing architecture, further distributing malicious traffic and protecting domain name-based website services from cyberattacks.
Regarding digital trust, TWNIC will upgrade the encryption capabilities of its public domain name resolution service, "Quad 101," to protect user privacy. The promotion of "Green Domain Authentication" will help users identify secure websites. The introduction of "RegistryLock Domain Security" will prevent malicious domain name tampering, creating a secure online environment where sources are trusted and identities can be verified.
In addition, TWNIC will deepen international cooperation, actively participate in international technology and security communities such as DNS-OARC, NetBeacon, ICANN, APNIC, and FIRST, and continue to promote IETF standard setting, incorporating Taiwan's experience into the international agenda to ensure continued voice and influence in global Internet governance.

Huang Shengxiong also emphasized that he had worked with Chinese institutions in the past to promote Chinese domain names, and also worked with relevant units to promote the use of Taiwan-related domain names, emphasizing TWNIC's efforts in striving for domain sovereignty.
Looking back, TWNIC has achieved significant milestones, including 100% Chinese Domain Name System availability, 98% routing source delegation completion, and a global ranking of 6th in IPv13 adoption. TWNIC pledges to continue collaborating with industry, government, academia, and research institutions to promote a more open and secure network environment, ensuring that every connected node is "trustworthy," laying a more solid foundation for Taiwan's digital future.
