Against the backdrop of escalating global cyber threats and the rapid evolution of emerging technologies, the Taiwan Internet Information Center (TWNIC) held its 25th anniversary strategy launch today (August 19th), outlining three core strategies: "Strengthening Cybersecurity Resilience," "Building Digital Trust," and "Deepening International Cooperation." A New Positioning Under Cybersecurity Challenges Minister of Digital Development Huang Yen-nan stated at the event that the government continues to build a safe and prosperous digital environment, allowing Taiwanese citizens to enjoy a more trustworthy experience in the online world. He emphasized that TWNIC's new strategy not only responds to current digital development challenges but also strengthens Taiwan's voice in international digital sovereignty, complementing the government's three major policy directions. TWNIC Chairman Huang Sheng-hsiung pointed out that current threats transcend national borders, making governance models more complex. For the past 25 years, TWNIC has actively participated in governance platforms such as ICANN and APNIC, and established a "Trusted Notifier" mechanism to work with the international community to prevent domain name abuse and cross-border fraud. TWNIC CEO Yu Ruofan further explained that TWNIC has witnessed the development of Taiwan's digital ecosystem and achieved 100% availability of ".tw" and ".Taiwan" domain name resolutions, achievements made possible by the joint efforts of industry, government, academia, research, and the community. The new strategies proposed for the future are designed to address new challenges in digital trust, cybersecurity threats, and cross-border governance. ▲For the past 25 years, TWNIC has actively participated in governance platforms such as ICANN and APNIC, and established a "Trusted Notifier" mechanism to work with the international community to prevent domain name abuse and cross-border fraud. Three major strategies comprehensively promote domain name resilience. In concrete terms, TWNIC will prioritize strengthening infrastructure resilience, promoting a cloud-terrestrial hybrid domain name resolution architecture to prevent new types of cyberattacks and system risks. Meanwhile, TWNIC will accelerate the promotion of DNSSEC (Secure Extensions for Domain Name System) and improve the resilience of domain names through Anycast network addressing architecture, further dispersing malicious traffic and preventing website services corresponding to domain names from facing cyberattacks. Regarding digital trust, TWNIC will upgrade the encryption function of its public domain name resolution service "Quad 101" to protect user privacy. The promotion of "Green Domain Name Certification" will help general users identify secure websites, and the implementation of "RegistryLock" will prevent malicious alteration of domain names, building a secure network environment with credible sources and verifiable identities. Furthermore, TWNIC will deepen international cooperation, actively participating in international technology and security communities such as DNS-OARC, NetBeacon, ICANN, APNIC, and FIRST, and continue to promote IETF standards development, incorporating Taiwan's experience into the international agenda to ensure continued voice and influence in global network governance. ▲TWNIC is comprehensively promoting domain resilience through three major strategies. Huang Sheng-hsiung also emphasized that in the past, TWNIC has worked with Chinese institutions to promote Chinese domain names, and has also worked with relevant units to promote the right to use related domains in Taiwan, highlighting TWNIC's efforts in fighting for domain sovereignty. Looking back, TWNIC has already achieved significant milestones in areas such as 100% availability of the Chinese domain name system, 98% completion rate of routing source authorization, and ranking 13th globally in IPv6 usage. TWNIC stated that it will continue to cooperate with industry, government, academia, and research institutions to promote a more open and secure network environment, allowing every connected node to be "trusted at every turn," laying a more solid foundation for Taiwan's digital future.
