Meta has not yet responded to this and has not yet confirmed whether Threads will be launched in all European countries on December 12th, or will only be available in specific countries.
Prior to this, Meta's Threads service was classified as a "gatekeeper" due to the Digital Markets Directive (DMA) regulations promoted by the European Union. Therefore, it had to use stricter laws to regulate how it obtained users' personal privacy, and even had to prove that users provided personal privacy information voluntarily, which prevented the Threads service from entering the European market at the time.
The announcement that the Threads service will be available in Europe on December 12th cannot be confirmed at this time whether this represents an agreement with the EU or a readjustment of the Threads service's functionality for use in Europe.
