The Pentagon's "legitimate use" and the lack of veto power among tech giants

Last week, the Pentagon confirmed that it had signed agreements with several leading AI companies, including Google. According to the contracts, the Department of Defense is authorized to use these AI technologies (including the Gemini model, which DeepMind helped develop) for "any lawful purpose."

According to The Information, while the contract explicitly prohibits governments from using these technologies for large-scale surveillance or fully automated weapons projects within the country in the absence of adequate human oversight and control, what worries DeepMind employees the most is that Google and the other contracting companies have absolutely no control or veto power over how and where governments ultimately use these AI technologies.

Employees who participated in the vote even internally called the US government an "irresponsible partner," citing the US's erratic Iran policy and its recent dispute with another AI startup, Anthropic, as evidence.

The shadow of the Israeli-Palestinian conflict and the "Rain Cloud Project"

Besides the US military, the Israel Defense Forces are also a key factor in triggering this moral anxiety.

Some employees interviewed by foreign media expressed deep concern, fearing that the tools they developed were being used to assist the Israel Defense Forces in military operations. In fact, Google signed a $12 billion cloud computing contract with the Israeli government as early as 2021 for "Project Nimbus," and recently there have been reports of the Israel Defense Forces expanding their access to its AI tools.

DeepMind employees' three core demands

Faced with the potential misuse of its technology, DeepMind employees decided to leverage their union power to pressure Google and make clear demands:

• Commitment to not developing harmful technologies:The demand is for Google to commit to not developing technologies whose primary purpose is to cause harm or injury to humans.

• Establish an independent ethics oversight body:Rebuild a legally binding ethical review mechanism.

• Grant employees the "right to refuse ethically":Give employees the right to refuse to participate in specific project development based on their ethical stance.

Analysis of viewpoints

This union action by the DeepMind team is reminiscent of the internal conflict that erupted at Google in 2018."Project Maven" protestHistory repeats itself.

Back then, Google employees strongly protested the company's assistance to the Pentagon in developing drone image recognition technology, ultimately forcing Google to abandon its contract renewal and publish its AI ethics guidelines. However, times have changed. In today's fierce global AI arms race, vying for massive cloud/AI contracts from governments and the military has become an irresistible business temptation for giants like Microsoft, Google, and Amazon.

This incident highlights a core contradiction in the current AI industry: those who build robust AI foundational models are often top scientists with highly idealistic views; however, those who ultimately control the commercialization and licensing of these technologies are corporate executives who must be accountable to shareholders and revenue.

When DeepMind was acquired by Google, it went to great lengths to ensure the independence and ethical standards of its research (it even established an independent ethics committee). Now, with Google reorganizing its internal AI teams (including Google Brain and DeepMind) to compete with OpenAI, DeepMind employees clearly realize that their past ethical safeguards are being eroded by the realities of business and geopolitics. Whether this union struggle can substantially change Google's military cooperation strategy remains to be seen, but it will undoubtedly become a highly indicative point of observation for top AI talent when choosing employers in the future.
