After years of regulatory review and theoretical discussions, air taxis are finally about to take to the skies in the United States. This unprecedented opening will not only cover urban air passenger and freight transportation, but also include the verification of emergency medical care and autonomous flight technology, injecting a powerful boost into this industry hailed as the "next generation of transportation revolution".

The White House e-IPP initiative is gaining momentum, with eight major startup camps gathering in the sky.

This large-scale deregulation is primarily due to the "Advanced Air Transportation and eVTOL Integration Pilot Program" (e-IPP) approved by the White House last year. In recent years, the testing progress of many eVTOL startups has been stalled due to stringent aviation regulations; now, this deadlock has finally been broken.

U.S. Transportation Secretary Sean Duffy stated, "By safely testing the deployment of these futuristic air taxis and other AAM (Advanced Air Mobility) vehicles, we will be able to fundamentally improve the way people and goods move."

The partners who have received FAA approval to participate in the program include Archer and Joby, who are currently the most advanced, as well as well-known startups such as Beta, Electra, Elroy Air, Wisk, Ampaire, and Reliable Robotics. The testing locations are also of a high caliber, covering the Departments of Transportation in Texas, Utah, Pennsylvania, Louisiana, and North Carolina, as well as key hubs such as the Port Authority of New York and New Jersey, and Albuquerque. For example, Archer previously proposed providing an air taxi service between New York's major airports and downtown helipads; now these plans finally have a legal basis for implementation.

The biggest challenge is no longer technology, but rather "synchronizing regulations and infrastructure".

Despite the proliferation of eVTOL startups in recent years, no aircraft has yet received the final Type Certificate for passenger or other commercial use. Archer and Joby are currently the two companies that have come the furthest along this long road, having obtained the FAA's final airworthiness standards, the last hurdle before full approval.

Why has it been stuck for so long? FAA official Kalea Texeira stated on social media last year that the main reason for the delay was actually the safety assessment and how to integrate eVTOL into the existing aviation system.

"The current gap is no longer in technical capabilities, but in 'regulatory synchronization,'" Kalea Texeira pointed out. This includes the construction of vertical takeoff and landing sites (VTOLs), the energy supply chain, the integration of Part 135 (commercial operations) regulations, and a pilot training framework that needs to be aligned with the aircraft development timeline. She predicted at the time that Joby would not be certified until mid-2027 at the earliest, while Archer would be certified in 2028.

Industry insiders are excited: it's like the "trust-building period" for self-driving taxis.

eVTOL operators expressed great excitement at this unexpected piece of good news.

Beta CEO Kyle Clark stated in a video that being selected for this pilot program will help the company begin operations "a full year ahead of schedule." Archer CEO Adam Goldstein compared this airborne testing program to Robotaxi (self-driving taxi) testing on the ground, believing it to be a crucial step in building public trust in their Midnight aircraft. Adam Goldstein emphasized, "This is by far the clearest signal that bringing air taxis to market in the United States is a real priority."

Analysis of viewpoints

The FAA's decision to give the green light to field testing in 26 states is undoubtedly a watershed moment for the eVTOL industry, marking its transition from the "R&D phase" to the "commercialization and validation phase."

In the past, the biggest pain point for eVTOL manufacturers was that "the aircraft was built, but they didn't know where to fly it or how to fly it." Now, through the e-IPP program, the FAA is actually "jointly setting the rules of the game" with these startups.

Flying over real cities will expose many problems that cannot be simulated in wilderness test ranges: such as the impact of noise from takeoff and landing on surrounding residents, how to deal with microclimate turbulence between urban high-rise buildings, and most importantly, how to coordinate airspace communication and collision avoidance with existing civil aircraft and helicopters.

If the testing this summer goes smoothly, it will not only significantly shorten the time it takes for industry leaders like Joby and Archer to obtain final commercial operating licenses, but it will also prompt local governments to accelerate investment in infrastructure such as "vertical take-off and landing sites" (Vertiports), truly promoting the formation of 3D urban transportation networks.
