It supports up to 3x digital zoom and supports 90-degree flipping of the camera module for native vertical shooting. The Air 3, on the other hand, features an additional 70mm telephoto lens, but the vertical image is digitally cropped rather than flipped 90 degrees.
The most obvious difference is that the Mini 4 Pro does not require additional weight registration and can take off directly under certain altitude restrictions. However, because the Air 3 weighs more than 249 grams, it must apply for an additional flight permit in certain places.
