The U.S. government is attempting to expand its global influence in the field of artificial intelligence through "technology diplomacy." According to the latest news, the Peace Corps has officially announced the launch of a...A new initiative called "Tech Corps"The plan aims to send individuals with STEM (science, technology, engineering, and mathematics) backgrounds or AI expertise to participating countries as overseas volunteers.
The core purpose of this program is not only to help developing countries solve local problems, but also an important strategic deployment for the United States to consolidate its market and technological dominance in the fierce global AI race (especially in the face of competition from China).
Core content of the Tech Corps program
• Recruitment targets and terms of service:Targeting professionals with STEM degrees or practical experience in the AI industry. Volunteers will be assigned to in-person or remote virtual assignments for periods ranging from 12 to 27 months.
• Overseas assignment location and background:Volunteers will be deployed to countries participating in the American AI Exports Program, an export program stemming from an executive order signed by President Trump last year that aims to strengthen U.S. control over overseas AI markets.
• Task objective:By going deep into local communities and using artificial intelligence technology, we can help solve practical pain points in key areas such as agriculture, education, healthcare, and economic development.
• Volunteer benefits:For Tech Corps members who choose to be stationed overseas, the U.S. government will provide comprehensive support, including accommodation, healthcare, living allowances, and rewards for volunteer service.
An extension from "volunteer service" to "geostrategy"
In an official statement, Peace Corps Acting Chief Richard E. Swarttz stated that the mission of Tech Corps volunteers is to "build technological capacity, support the adoption of AI technologies in key use cases, and overcome the last-mile obstacles to AI implementation."
While the program is ostensibly framed as aid and reciprocity aimed at helping host countries improve their technological foundations, from a macro-business and geopolitical perspective, Tech Corps is undoubtedly a strategic move by the United States to expand its global AI footprint. By directly "localizing" American AI technology, operational logic, and talent in these countries, it effectively ensures that these emerging markets will be more reliant on the US-based AI ecosystem in the future, thereby preventing competitors from expanding their technological reach.
